I was planning on making popcorn balls for Halloween and I was wondering how long do they need to dry before handing them out? And how long they are able to last?

They don't 'dry' much as such. Make a single batch, if you think they are too sticky, reduce the water by a tablespoon or cook the syrup a little longer next time.

Wrap in plastic wrap and they'll keep for several weeks at least. So you can make them anytime for this Halloween.

make them the day before you need them to allow for "drying" and while they will keep for a while, they do tend to get stale after about a week. so if you wind up with tons left over take them to your kids school and pass them out (assuming they're young) but it would be a hoot to mortify a teenager by coming into class with homemade treats lololololol

Popcorn Hands
Fill clear plastic gloves with popcorn, using candy corn for fingernails. Tie the end with ribbon or skinny black licorice.
