The question I have is about the question mark and the comma. I am citing the name of a article and in the name it includes a question mark so i assume it has to go there; howeveer, i am not sure if i should put a comma there as well or if the question mark eliminates the need for it. If you know for sure please answer if you are not sure please share thoughts and indicate that it is speculation.

You do not need to put a comma there as well.
- I did understand your initial question - no you don't need a comma either before or after quotation marks if you have put a question mark there.

You do not need any other punctuation after your quotation marks. But you do need a comma between "Company, Marketing....." for correct punctuation. But if the article doesn't have one, then it is no big deal.

When you say 'comma' I assume you are talking about the quotation marks. So yes, you do need to have the quotation mark (or 'comma') after the question mark, otherwise you have not indicated that the quote ends there.

You are right, putting a question mark after a question is correct & no need to put any other punctuation mark .Once u hav opened the quotes u need to close it, the heading u have given is correct.

i guess you would have to see where your main emphasis in your question lies. if you want someone to stop and think at "Spam," then this is where a semi-colon should be. but as a continuous question, i don't see any punctuation required.
