My kids bring 'em home from school every year or so during fire prevention week. I don't even need them because my house has them on the hardwired seucrity system, so I usually give mine away.
They are not very expensive, but installing them could be risky for some. If you need one, start by letting your fire dept. know, I would actually be surprised if they couldn't help you out.

I am not aware of any federal or state programs that cover thosr kinds of things. Many communities have organizations that are funded by grants, foundations and private donations that do provide those types of services. If you have a Senior center they should be able to get you in contact with the appropriate agency. Or there may be a church in your community that would be willing to help out. My phone book also lists various organizations that provide services to people, it is a separate section in the book. Your local social services agency may also know where you should be referred.

Homeowners insurance does give reductions of premiums for Smoke detectors, personal fire extiguishers, burglar alarms, home security lighting/features, and close proximity to fire hydrants, fire stations, and street lights. I dont think that any government agencies provide funds for installation of these items since they are warning or devices not essential for daily health care .. some insurance companies do sponsor discounts with some vendors ..contact your agent to see whats available

well i know here in st.louis m issouri here in the city their is places that do it, upon other things that need to be done... you can check you local churches and see if they have any programs that they know of.. also like the other comment the fire department will provide them.. and problay install them.
