Say hi and introduce yourself and then tell her something about her. It isn't original, but it works.

Smile, compliment her on something, if you are at the gym say...I don't really think you need to work out...you look great, if you are at a restaurant say...what is good in this place, and it could go on and on depending on where you are. Where do you try and meet girls anyway? This often works...you have the most amazing eyes...or has anyone ever told you that you have a wonderful smile? or say...I don't normally do this but would you like to get a cup of coffee...my treat! There are lots of things you could say...just be creative and really importantly be genuine! Good luck!

How to get her to not think you're a weirdo? Impossible. 9 out of 10 girls you randomly approach are going to either laugh in your face or politely excuse themselves. I think a better bet would be to talk to girls engaged in your preferred outdoor or intellectual activity, such as while hiking or mountain biking, or taking a specific class. Right off the bat you'd have something to discuss, common ground, and a common interest to explore together on your first date. Hey, can I get your number and maybe we can go hike Mt Baldy next week together? Or, let's get together for coffee and discuss the latest advances in molecular dynamics?

Good tips from the girls here. Greet and get better at determining whether to get away. It takes time to learn how they behave but once you learn it, you can probably apply what you learned to almost any girl.

I've always found that complimenting someone on their shoes works well.
Maybe just introduce yourself one day if shoes aren't your style.
