In other words it can be anything between 6 (sometimes this was the difference between NYC and Kaliningrad due to the difference in dates of switching from the daylight savings time in the fall) and 21 hours (or even 22 due to the same asynchronicity but in spring).

You really ought to be more specific. Russia covers more land than any other country in the world and covers several time zones. From Europe to the Pacific ocean. The time is tomorrow, at least 10:55am.

well, it's 10:01 pm in California, and in Moscow, it's 8:01 am. Your question was if it's 11:55 pm in America. Well, it would be 9:55 am in Moscow. But Socially is right, both countries have more than one time zone.

I think in Moscow it's 7 - 8:55AM on Monday, depending on what time zone in the U.S. and Russia.

Alright, lets say new york to moscow, if it's 11:55 pm here, EST, today, with daylight savings time, then in moscow it would be 7:55 am monday morning

Google world time zones and look for the zones that cross Russia. As in the U.S. there are various time zones in that country.
