It is pronounced in a dialect in Hokkian and Tae Chiu. I am not sure about Cantonese. In Mandarin this last name would pronounce like Tsai. I have lots of friends and relative with that last name.

The spelling you give is not a name in Mandarin (a.k.a., Putonghua) that I have ever heard. Pinyin is a spelling system developed to approximate pronunciation in standard Chinese (Mandarin). Tsai is not a Pinyin spelling but Cai is, and that can be pronounced virtually like Tsai. If you had the character to give us, we could easily know the pronunciation in Mandarin and Cantonese.

For example, Jackie Chan is from the Hong Kong area so his family name is pronounced Chan but the exact same written character is pronounced Chen in all other regions of China. But it is not simply "chen" to rhyme with "ten". It is in between "chun" and "chen" with a very soft touch on the "n" rather than a harsh "nuh" at the end.

I don't recognize that name in Chinese. Cantonese is a dialect of Chinese by the way.
