Some people, especially younger people, are embarrassed to buy condoms at a pharmacy or other retail outlet. Or they don't have enough money to buy a whole pack, and want just one. In the bathroom, they can have a somewhat reasonable expectation that they won't run into anyone they know in the short time it takes to feed money into the vending machine. Having said that, though, I'm not sure I'd trust rubbers out of a machine, because heaven knows when the expiration date on them is....they could've been sitting there since the '70s.

ALWAYS knock before entering a public bathroom.
Seriously, womens or mens apparently it doesn't matter. I used to work in a mall and I have seen some odd things going on in some strange places.
They should be everywhere, my question is why do the dispensers have to be right between the tampons and eau du toilet?

In Sacramento, years ago, there was a homo named "Stormin' Norman Jacobs," who was a weatherman on Channel 40. He was caught diddling his boyfriend in the Weinstock's Department Store bathroom at the local mall.
I'm sure it still happens today all over the place.

So that the younger people would buy them if they have access to them without the fear of embassassment or having to buy them, get them in front of a adult or peer pressure.
