This type of molding is usually in the the lower half of a wall, sometimes below a chair rail. It is strictly decorative and is usually in a white or off white on a wall of a darker color. What is this style of moding called?

Chair railing is quite close
But this design is to give a cabinet feel all round

The horizontl piece is chair railing. (keeps chair backs from knicking wall.
