The original thing has got twisted.
Saama, Daana, danda, and Bheda are four Upayas or means by which an opponent can be won.
Samma means Samaadhan or signing a traty with the enemy.
Daana is Giving a valuable gift and satisfying an enemy.
( Nadir shah of Persia demanded that shah alam 2nd (emparor of Mughal dynasty)should give him kohinoor as gift for leaving delhi) Danda is plain dandaa which means a stick symbolising force by which enemy can be routed, Bhed is dividing and destroying the enemy (as East India company did with the kings of deccan)

Bhed = Discrimination or playing favourites or one against another is right! Why do you think it is absurd? I believe you know about the other three! Edit: I'm sorry for the incorrect interpretation! Bhed here actually refers to "Blackmailing". What I said is about 'Bhed-bhaav'. The two are different. When getting your way in politics by manipulating a person, these Four tactics were adviced by The Great Chanakya. How to weaken the resolve of your opponent?!? Saam: By appealing to one's good senses (assuagement) Daam: By offering bribes etc. (inducement) Dand: By using force (punishment) Bhed: By blackmailing (to make public his 'secrets') Bhed here means not to create or exploit differences but pierce through to get vital information and exploit it. In politics everything is considered 'fair' ;) Hope I'm right this time :)

These are four policies which helps to a person to be successful in his job. Saam means influencing. One can take work by influencing somebody. Or Daam; Daam means money. One can take work by giving money. Or Dand, Dand means punishment. One can take work byu punishing somebody. Or Bhed, Bhed means dividing. One can be successful in his work by dividing people - "Divide and rule".

Ancient Niti of indians...told in Mahabharata

it tells that one could get his work done either of these nitis and these nitis are allowed in war

Saam : to influence or to allure

Daam : To bribe

Dand ; to Punish

Bhed : To use espionage or to cause conflicts in enemies camp by using false propaganda

this niti is still used by modern world politicians and businessmen

chanakya-neeti is more or less resembles to Islamic philosophy
Saam = Hikmate to tackle matters with positive wisdom
Daam = jizya it may also be taken as warfare
Dand = Jihaad to fight in self defence
Bhed = to send a trustworthy to rival camp to find out the planning of their course of action

He has tried all means: sam, dam, dand, bhed [persuasion, carrots, sticks and divide respectively] that rulers since time immemorial have used to rule. The only words that he is uttering these days are jhut and chal [lies and tricks respectively]. The heady feeling of owning an entire country and being at the center of international media attention seems to be the reason why he is able to make all delusional lies. If the final [and I might add the biggest weapon] in the form of India's support reaches him he will certainly, break havoc on all those who fought for democracy and are therefore naturally opposed to him. The tacit approval of India is already showing its results.
