It's a form of Hawaiian Tribal patterns. Each Pattern has it's own meaning. I live over here and am somewhat familiar with this, in fact I even have a book on it some where. I will try and find the book and then come back and add to this answer. (after dinner)

Hawaiian tattooing is called kakau...& they weren't tapped with reeds..the moli (needles) were made with beaks or claws of birds, but more often were made of knife-like barbs on the sides of the tails of certain fish.
The kakau have different patterns & designs that each had kaona, a hidden meaning or power. Most often a tattoo represented a person's 'aumakua (protector or personal/family god). Triangular dots (or a pattern of upside down triangles) represent a mano (shark) 'aumakua. The family or person with this 'aumakua &/or kakau is believed to be protected & unharmed by the shark. It also may represent strength.

The Hawaiian tattoo is called uhi.
First, the design is marked and major sections are outlined on the skin, usually with charcoal or colored earth. Then, the master begins work with the needles, which are made of bird bone, turtle shell, bamboo, and occasionally shark teeth. The tattooing itself is a process of multiple taps. The implement used to cut the skin and inject the ink is similar in form to an adze, with the needles mounted on the end of a wooden haft. The soot from the burned candlenut is collected and mixed with a variety of liquids including candlenut oil, sugar cane juice, coconut milk/water, other plant-based liquids or water to produce the ink. After the ink is inserted the first time, the uhi is sometimes darkened with the juices or saps of other plants, most notably the 'ilie'e.
[The Samoans call the traditional tattoo "tatau" and the Maori call it "moko".]
