A "beast at bay" refers to an animal that is being hunted by a pack
of dogs, but is not yet cornered, or caught.
Also, the barking of the hounds is called "baying".

The words sound like the uttering of a madman, being a play on the sometimes uttered expression, "Behold the Beauty of the Beast." I wouldn't worry about it!

Your sentence refers to someone who is cornered by attackers, but who is defiantly facing them. "A beast at bay" is an expression.

Another expression is "keep something at bay", it means that we have to prevent something from harming by taking suitable measures.
