As I know there is no data recovery software which is free. All the powerful and feature-rich data recovery softwares comes with a price tag.

I can suggest you something. You can solve your problem without using a data recovery software., given that all your related hardware (DVD drive, Cable connections etc.) is working properly. All you have to do is to repair your windows installation.

If you like you can format the hard drive and reinstall Windows. This will surely solve the problem, if the repair method didn't work.

If you were playing DVDs on your PC, but it doesn't work now, have you checked the device driver:

cl Start
cl Settings
cl Control Panel
cl System
cl Hardware
cl Device Driver
R-cl on the item to be checked. Click Properties.
That will tell you if the item is working properly.

To update the driver:
Start, Settings, Control Panel, System, Hardward, Device Driver
click the icon for the item you want
click the “update driver” button on the toolbar.
