dont get mixt up in that he likes your sis business. if he likes her but you guys end up dating it will hrt you in the long run. back off

don't assume anything.
if your really curious ask him, if your intrested tell him, if your not blow him off. if he is a friend, don't forget that he is a friend.
why worry or bother with the possiblity he may like your sister or not, uncertainty is to broad of a gray area, don't even go there.
and last but not least, he may just be polite and friendly. you don't have to or should do anything, unless it is an issue for you. anyone's opinion is just that an opinion get your facts straight from the horses mouth,

He probably likes both you and her. But which one does he like, the most? Ask him. Push yourself onto him, a little. How hard can coffee break, lunch break and after work hours flirtation be? Give it a try. You go see movies, and watch videos, once and awhile, right? But before you take it much further than getting him interested, be sure first.

Discuss it with your sister. Does she like him? Start talking to him more. In little ways, let him know you're interested and take it from there. If someone doesn't want to be bothered, just stay friendly. If something's meant to happen between you two, it will.

find out if ur sister likes him for peace of mind. you could invite him out somewhere, like the pub, or to a party. if he doesnt like you in the end tho, you'll have to live with it
