A "proving ground" is a military term. It's usually a large field where bombs, guns, tanks, etc. can be tested. So it's literally "ground" where the weapons' usefulness can be "proven."

"Storied" means "famous," as if many stories had been told about it in the past.

So "storied proving ground" here implies that Cannes is both prestigious ("storied"), but can also be potentially hostile ("proving ground").

Hope that helps!

It is where you prove yourself. Storied meaning it is well known and written about. Cannes is the storied proving ground in this sentence. Apparently the movie sucked.

To me that means, the story wasn't as factual as it should have been.
