Add some lowlights and a little body to the top. Cut it just past the shoulder and add a little fray on the end with a razor blade. Make sure the sides are far enough away from her head that the top does not lengthen her face. Have her makeup look very Cali with very little fake color, but a nice tan. With a cute black top and some khaki pants, she's gonna look like a million bucks.

Long faces look best in about chin length, layered hair, with a side diagonal part, and sweeping bangs.

Too short or too long looks bad. Bangs and a side part help shorten the face. Face framing layers are best, that vary in length from cheekbone to chin.
Try going to www.myheritage.com there is a spot where you can put in a pic, and it will analyze it and tell you which celebs you look the most like. You can do that with your moms pic, and then you can look at their haircuts and what looks good on people with similar faces. Its also totally free. its hard to tell without seeing at least a picture. but it sounds like what you are describing is what we hairdressers call 'helmet head.' if this is the case, try substituting the hairspray with a mousse or a gel (something to dirty and thicken up the 'thinning, flat hair') blow dry upside down and applying a little bit of spray at the end. this will give her a less 'fixed' look that is more youthful.

well you could start on a perm on her roots to give body. Throwing in brown/red lowlights accents. That should do it! Also if her hair is flat then have them do a "razer cut" with her bangs as a lead. It will look cute!!!

try getting layers to make her hair more thick... depending on how "flat" her hair really is, make sure b4 u get layers that u wont make her hair thinner!!!!!!!!! good luck! =) =) =)
