Without a little more information it is difficult to answer your question with an accurate answer. They will often times relax their feathers if they feel comfortable. However they will also do this if they have mites or other skin irritations. Picking can be preening or an irritated. Try bathing your beloved pet with warm water in a spray bottle. Be sure your home is nice and warm 73 to 75 degrees while your friend is wet. Look into your friends diet. Be sure you are feeding your bird more than just seeds. They NEED much more to stay healthy. Greens, peas, cooked rice, par cooked shredded carrots, even at times a little V8 fusions fruit/vegetable juice as poor nutrition will also bring on this behavior. Try the shower, and blow dry your friend slowly with not a lot of heat. Put cedar shavings in the bottom of the cage for a week to discourage possible mites as they do not like cedar. Let's see if that helps your little friend.

none of these questions are the correct answer.the reason why their feather is ruffled is because it is shedding its feather.this happens like on a cat,or a snake.they shed their feathers and it is called molting.the bird must be somewhat young.though it still happens on all birds.the bird sheds its old feathers, and right underneath the feather is a beautiful new feather.they have to shed their feathers some point in time because the old one is decaying.if that makes any sense.but it is normal.and also to help the feather to shed more better, you should squirt some lukewarm water on it where it is falling out.this will help improve the feather into molting into a beautiful one.it is sort of like a hermit crab.i have studied about birds on these websites and have learned alot from it.if you would like to learn more, you can go to Parakeet.com.click the link that says care sheet.and it will take you to what you need to know on every little question that you may have about your parakeet.good luck with the precious bird!
blessed be,

I notice my budgies have ruffled feathers when they're cold. It's their way of keeping warm-according to a website I consulted.
