Small personal amounts would be a couple of ounces not kilos. So yes, the police will still arrest you for a couple of kilos and charge for attempt to distribute.

Dude, a "couple of kilos" is A LOT of marijuana! Who keeps a few kilos around for their own "personal" use? Come on! YES...they're still arresting and incarcerating people for that!

2 kilos of marijuana is nearly five pounds. Thats not a small, personal amount of a recreational drug, thats a trafficable quantity.
That's $4,000.00 or more in value, which amounts to a sizeable contraband income.
