Yes God created and controls hell, think of hell as if it's a prison for souls. Satan is the serial killer locked up in solitary confinement in the basement.
Its what you do in life that determines your punishment, will it be a misdemeanor or felony.
There is also the idea that everyone that goes there gets paroled eventually also, serve your time then your released to join everyone else in heaven.

Catholic dogma states that Luifer himself is in charge of hell. God only sends people to hell, but he doesn't hand out the punishment in hell.

We create our own hell and if we create it we are in charge of it.
Hell is the stuff in your life and around us that we dislike and wonder why its come about. Its by our own doing. We are Creators, thoughts are things. If you want a better way first change the inside which will definately change your outer life.

Niether does he make anyone go to heaven.
Either we take control of ourselves and become part of the creative aspect of reality.
Or we lose control and become part of the destructive, (recycling) aspect of reality.
It's the natural order of things.
