I dont know about IRS but state will make payment arrangements. From my own experience they give you 3 options ,,from worst to bad. They dont give you much leeway to pay. they just want their money they dont care about your financial circumstances. So be very careful what you do.

Yes - you just have to call and work out the details. I had a very similar problem, I know it's no fun.

They make you sign a guarantee letter with the terms and can usually do a direct withdrawl from a checking account. They will also garnish any tax refund while you're in arrears against the owed balance.

Yes.,They let you make payments as long as you talk to them and sigh an agreement. I've been there. good luck.
