In general, high income families have more access to a better education. People with money can afford to live in a better neighborhood, which usually has a better school district, which in turn attracts better qualified teachers and educators, and so forth. High income families can also afford to send their children to private or elite boarding schools which provide more learning opportunities to the students. Meanwhile, low income families in general don't have the financial means to buy a nice home in a nice neighborhood, and less economically sound areas have less well-equipped school districts (that is, poor schools have trouble attracting teachers, have less student resources, etc.). There are companies, foundations, and organizations, though, that provide scholarships and financial aid to students from low income families, but in general, the higher the income, the more access to better education.

I think that high income families have the ability to access better education via the private school system, but that does not mean to say that the children actually make use of that ability. If a child really wants to learn they will put in the extra effort in a public school and find the answers and information even if their teachers are not that great. The private schools tend to have the better teachers as they will not employ the sub standard ones. And of course only the high income families can afford private schools. But ultimately it is up to the kids if they dont want to learn they wont.

Generally high income families get a better education because they go to better schools. Since funding for the school comes from property taxes from within the school district, schools in areas of high income families have more valuable properties and pay more in taxes. Because of this, the schools in that area have more money.

In most cases higher income families have access to a better education. There are plenty of excellent teachers in the public school system but private schools offer more resources like up to date text books.
