If you want to go swim in the ocean, I find it's cold about all year except July-August. All summer it's nice to be down there cause it's cool than the rest of the area (so even if it's 100 downtown it might only be 85 down by the beach).
It's beautiful all year, but between October and February it can get rainy (which will hit for a couple days, usually). Typical tourist season is when the kids are out of school, so keep that in mind if you're looking for cheap tickets.

I would say the perfect time of year to visit California if you are into going to the beach is between mid-August through September. This is when the Pacific Ocean in California is at its warmest. I follow the water temperatures closely on www.surf-forecast.com, and this year and last year too the water temps in Southern California peaked in the mid to upper 70s from late August through mid-September. Plus this is also a time when children return to school so that means less crowded beaches and theme parks in late August and September. The weather seems to be warm, sunny, and dry just about every day in Southern California though between April and October.

California weather is best all year round. I had been in California x 6 months. I stayed in San Francisco, Contra Costa County, San Diego, Camarillo, El Centro, LA and Alisso Viejo.
In El Centro, the weather is too hot as early as March and to think it is just an hours drive from San Diego. LIke today, the weather there is from (58-91 degrees Fahrenheit). Comparing it with the weather in other California places:
San Francisco ( 56-74)
San Diego (58-76)
Camarillo (53-75)
LA (57-82)
I have monitoring of these places and my country and other famous cities in the world through Yahoo Messneger/My yahoo! You can monitor as much places as you want. I have 20 of them all at the same time. You can compare it with your place.
I find LA too hot. It is also due to the fact that it is more crowded than San Diego.

You can get to Monterrey from the border of Texas in about 2 1/2 hours, great toll road the entire way. We love that city enough that we got married there in '97! It is a very industrial city, but there are great museums, resturants, shopping and a hopping nightlife. Go up to the Bishops Palace at night, walk the macro plaza, tour the brewery and the glass factory. A short drive out of town and there is a world class fishing lake, horsetail falls, and the caverns. When you cross the border you can get your tourist papers and they can be good up to 180 days. You will need a passport to reenter the states. In my opinion it is best to take a bus. The ejecitivo lines are very nice, and cabs in Monterrey are inexpensive. In fact we usually hire one for the entire day and it costs us about 35 USD. We also like to stay at Hotel Plaza del Oro on Ave Hidalgo. It is right between the Macro Plaza and the Micro Plaza, reasonable prices and it is an extremely nice facility.

July-August is the best time I live here and the weather is at it's best. The beaches, Disneyland,Knotts Berry Farm, Universal Studios, SIX Flags, and Palm Springs.You'll see all the attractions,tourist love it here at that time.We even have some nice clubs.

Best time would be june - august thats when we get the best weather i recomend you visit los angeles there is alot to do here
