Hi there...cat's use their tails not only for counterbalancing but also for communicating their emotions as well. Here's a website that shows a chart of those movements they use with their tails: http://www.messybeast.com/images/cat-chat3.png

Cat tails twich for numerous reasons.
When stalking prey: mine often do two varieties, the slow, deliberate, wide tale swish when about to pounce on a sibling, and the short, rapid twich when they are watching the quirels outside the window.
When aggitated, annoyed: mine often do the wide swinging tail twitch, faster than the mellow twich and slower than the rapid twich, often when a sibling is attempting to sit on top of them when they are under the covers. This is often accompanied by a meow that can leave no doubt that this is an unhappy kitty.
And then sometimes they just swish the tail when they want to play. A swishing tail is hard for another kitty, or even puppy, to resist and the offending swisher knows it.

They are mad or aggravated. When the tail twitches watch the ears as well, if they go down or twitch too. The cat is not happy.

If this happens while you are petting your cat, the cat could be sensitive or ticklish where you are petting.

A cat might also do this when they are stalking their prey or hunting something even if it is a toy or a bug.

Sounds normal to me. If a cat twitches the tip of their tail when its straight up, that's a sign of affection, and when it's down and they twitch the tip it means that they're mildly annoyed. Also, cats have scent glands in their faces/necks/heads (I don't know where, exactly), and rubbing their face against something is like them claiming ownership. I've got four cats and one of them acts like that. It's just a cat with a different personality.

Your cat could be irritated, or curious, if watching something outside, such as a squirrel or a bird. That usually comes with a weird noise your cat will make. But most likely irritated and getting angry

Tail twitching means the cat is mad, irritated, annoyed, angry.

He's warning you that he is NOT HAPPY, grumpy to the point where the cat might be about to strike. Or is the cat sleeping and dreaming?

My cats tend to flick their tail really fast when they are mad, irritated, aggravated, or are feeling really ornery (most of the time).

Cats sometimes flick their tails when they're tense or irritated. They can also be angry.
