Cats can make Vitamin C in their bodies - humans can not. Cats cannot make vitamin A in their bodies (they get from the livers of their prey) and we can. So I wouldn't play around too much in the way of cat vitamins. It is even open to debate whether taking any synthesized vitamin products has a good effect or are even utilized well by humans.
Vitamin C is water soluble and you or your cat can't overdose on it. Vitamin A however is fat soluble and any excess can be stored in the liver with deleterious consequences.
High intravenous does of Vitamin C are being giving to cats with cancer. The results of this treatment have not been proven, whether curative or not.
Dr. Goodpet makes a vitamin supplement called Treatamins. My cats liked them for a while and then they seemed to decide it was too healthy for them!

Yes they can, but it is not usually necessary to give any supplements to a cat if they are eating a good quality cat food. Cats can produce their own vitamin C from the foods they eat.

I wouldnt give an animal anything without cunsulting a vet. There systems can be very sensitive to human products. What seems harmless to us could be deadly for them.

Cats bodies make their own vitamin C. They don't need more of it.
