I've learned a lesson or two about buying cheap cars, mostly beware.
There are good deals to be had, but be sure to do your homework first (such as blue book values of the cars you are considering, look on the web to find reliability ratings, etc.).
Also, if you don't know a lot about vehicles, take someone that has knowledge of vehicles with you (maybe dad, or a close friend, etc.), that way they can help you inspect the car, etc.
As far as where to look, you can get some good deals at dealerships on cars that were lease vehicles, sometimes on ebay you can find a good deal or two - but be careful as you should see the vehicle and be able to test drive before placing a bid. Also, look in newspapers for cars being sold by individuals. Be careful if going to an auto auction, most of those vehicles do have some sort of problem and you will more than likely spend extra money fixing problems on down the road.
Check out this site for info. on all kinds of info. on used cars, such as reliability ratings, safety ratings, vehicle comparisons, etc.

I would buy a car that has been returned after its lease. A lot of times you can get a really nice ride for a good price because people who lease are required to keep the car under a certain number of miles and take good care of the car. As for types of cars I say go with a Nissan Sentra, Altima, or Maxima; look for a v6 on the altimas and maxima for more kick under the pedal.

Look in the legal section of your local paper for ads selling vehicles at a public auction. Many people do not pay for repairs made to autos nor pick them up from the mechanic, body shop, etc. In order to recoup their money, the business can follow a legal procedure to get title to the auto and sell it. Not many people know about this and therefore very seldom does anyone show up at these auctions which are usually held at the mechanics shop. Where I live there is a special newspaper that only publishes legal ads. Check out your area papers. Good luck.

Try the auto auctions. Lease cars are often auctioned off. eBay also has out of state dealers who sell 2000+ cars. Do a Carfax though. Some are flood cars and lemons!
