i don't know if you can specifically. but the dept of child, welfare can and the courts. What about your other parent.

You would need the other parent to file in your behalf - or you could check out the children and youth services (or whatever the child protection agency is in your area) and explain the situation to them - they may be able to help you
very sorry you're faced with that situation in the first place - ask God for help through prayer - He won't let you down!

Yes anyone can but parental consent might be required check with your local courthouse

i think anyone can, it is temporary, usually within 3 weeks a hearing will be scheduled to verify its validiaty and child and family services will be called to investigate
