The Holy Spirit proceeds from the Father; not the Father and the Son. The Son is the only begotten of the Father. Thus, the Father is the "fountainhead" of the trinity. However, the Holy Spirit bears witness to both the Father and the Son, revealing the Son according to the Father's command.

At the baptism of Jesus, It was bearing witness that Jesus was as his Father testified.

This is my Son the beloved,

In the other numerouse locations it is that Jesus was sent by his Father.

Jesus became the Messiah or Christ because he was anointed with holy spirit.

So in answer to your question. The holy spirit didn't bear witness to God the Father nor to God the Son.

There is ONE God. Of course, He is Omnipresent.

This ONE God has revealed Himself as three "Persons".

It seems that each of the "Persons" particularly focus on specific tasks.

e.g., Jesus is in Heaven, the mediator between God and men.

When Jesus went back to Heaven, He sent the Holy Spirit to empower the Church and to enable the Church to proclaim the Evangel with power.


St. John 16:

7 Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.

8 And when he is come, he will reprove the world of sin, and of righteousness, and of judgment:

9 Of sin, because they believe not on me;

10 Of righteousness, because I go to my Father, and ye see me no more;

11 Of judgment, because the prince of this world is judged.

The Holy Spirit bears witness; when the Church witnesses to Christ, the Holy Spirit reproves the world. Many Churches do not witness to the Good News; others maybe witness but don't do so with the power of the Holy Spirit

So, Why does the Holy Spirit bear witness to God the Father and God the Son -- because His witness provides the inward convincing of the sinner.

So, to Whom does the Holy Spirit bear witness? To the Father and to the Son.
