They are the same organization. My unit was called TRU (tactical response unit). Still attended swat school.

SWAT is the special weapons and tactics division of a local law enforcement agency (ie. City Police Department). Not all local law enforcement agencies have their own full-time SWAT team. Most state law enforcement agencies (ie. troopers) do have a full-time Tactical Team. These are usually maintained by the State Bureau of Investigations which is usually under the same agency as the Troopers. However, both State and local Tactical groups usually take the same courses, train at the same facilities and often work closely with each other. In most cases the only difference is the uniform insignia and maybe the pay. Also, their are a variety of names that these units give themselves. Some agencies may refer to the Tact Team, others may refer to them as the SWAT Team, others may refer to them as the Response Team, etc...Again, they all train under the national guidelines provided by POST (Police Officer Standardized Training) and in many cases they even train together under the same instructors.
