I'm sorry you're having to witness this, Rob. I feel the same way that you do. People who mistreat animals shouldn't be allowed to own them in the first place. I'm afraid that, as the law stands, pets are seen as possessions, so I'd advise against taking the dogs into your own home. You'll get your neighbours claiming that you stole them ... and that it caused them distress ... especially if they take you to court over the matter.
You could try phoning the R.S.P.C.A. but I'm afraid you'll find that they're fast enough when they want your donation, but little help when you want them to do anything. (Actually, that's not strictly true. We were glad of them when one of our dogs was injured, but you try to get them out for anything when you're unable to get to them, and it's a different matter.)
Phoning the police would be next useless. You're lucky if you can get assistance when someone is being assaulted. (I speak there from experience. Both of my sons were being assaulted, and it took absolutely ages for the police to turn up. If I'd have been in a fit state, they'd have had to take me to the cells 'cos there'd have been blood spilt ... and not just my sons'.)

This is a tricky situation depending on how long you plan to live on where you are living and how long your neighbors will be there. Which ever the case, I think you should not ever take the animals into your own home for numerous reasons. Although you think the owners are poor at handeling the situation, I can garuantee the dogs have loyalties to their master and they may not take well to you being "nice" by letting them in the house. The second reason is, if the owners are that poor at handeling their pets what if their shots aren't up to date and one bites you? You couldn't sue them b/c technically, you are doing something illegal by taking the animals into your own home. Also, that is their business. If you really have a problem with it, call the police, but as someone familiar with these sorts of things, depending on where you live the police might not give a rats a** what these people are doing with the dogs. If you live in a large city there are animal rescues and other such organizations that might help, but the bottom line is if the dogs are still alive and look well fed this is not illegal. They aren't people. They are dogs. Many a homeless person some how survive in the dead of winter, and these are animals which, not too long ago, survived in the wilderness and in packs. But...again, if you have a major issue, call the authorities, but do not take the animals into your home no matter how sorry you feel for them.

If no answer at your neighbours then the first thing to do is to call the police and report that you a concerned neighbour has taken the animals into your home as a temporary measure so if the police get a report the dogs have been stolen you and they know that you are just doing the right thing.
however you leave a note through your neighbours door to say you have the dogs and you will hand them back freely upon request.
remember though that your neighbour may not thank you for interfering with the dogs and the dogs may not be that friendly and could attack you. so be careful.
if you think the dogs may be a danger then call the police (in the UK you need to call the R.S.P.C.A. preferably as the police rarely take action in such cases).
all that assuming you are serious and this is not a joke question.
good luck and get the dogs warm. you may consider placing an old blanket or duvet in the dogs kennel rather than remove the dogs. but the choice is yours.

Call the Non-emergancy number of your local police dept & ask for the humane officer. If the humane officer is off duty ask the person answering the phone what to do in this situation. Chances are that either the dogs will get sent to a 24 hr vet clinic if your town doesn't already have it's own facilities or a shelter.
You could get in trouble if you just take the dogs.Sad, yes! But the A**H**** could probably retaliate by getting you on dog theft. So definitely get the police to help you so your protected!
& get those dogs warm!!!!!!!!

Call the police after you have called an animal protection society first,as they will take care of the problem. The police are the last resort as they see this as a minor crime and will only end up contacting the animal protection charity to have the animal taken away. This sort of thing against animals goes on all the time because people are so self centred. Is it worthwhile talking to your neighbours to see how they feel-collective action is sometimes better in certain situations.

Taking the dogs in might be dangerous, they don't know you as a friend and might be agressive if you try to remove them from their territory. You could also be accused of theft, as the dogs are the nieghbours' property. I suggest you call the Animal Control or SPCA to come out and see the situation. You might also take digital photos or film of the dog's living conditions and take it in, or upload it to the Animal Control website if there is one, to have documented evidence. Keep copies for yourself.
If these dogs are being kept outside without sufficient water, food or shelter, the animal cops should fine the people and/or take the animals.

I would suggest not attempting to take the dogs yourself. Unfortunately in the eyes of the law pets are viewed as property and you are not in the right to just up and take what belongs to someone else. You should call some official person to come and look at the care of the dogs (Animal Protective League or something), since they have the authority to do something about it within the guidlines of the law. (I would say that there's nothing wrong with making sure the animals are getting food and fresh water... but be careful if you're not sure of their temperment.)

Those poor dogs,you should call the police.Don't bring the animals into your home as the may press charges for theft or trespassing.
My children want a dog but i don't want the responsibility of a dog they need every day care,we have 3 goldfish and a gerbil who are well taken care of.

I would talk to my neighbors about the welfare of their dogs and my concern for them being in the cold. If I get no results from this within a 24hr period I would call animal control or the police dept or whatever animal protection agency that is in your area.... Only because you may not want to start any arguments with them. After all you are stuck with them as your neighbors!!!!

are you sure the dogs are freezing? they have fur coats and all. i have a husky and it doesnt even like it indoors, it just sleeps outside trying to kill things. but if you think the dogs are being neglected, don't call the cops because they wont care, call the humane society, if they find the owners are at fault they will call the cops. better to man up though and just ask you neighbor in a civil tone about it and not bring in authority unless we really need to
