yes, there's still plenty to do and see - in and outdoors.
Amtrak isn't a bad way to go, if you have the time, and are prepared for possible delays.
I prefer to stay on the Canadian side; the Fallsview (I think it's one of the Marriotts) is litterally right next to the falls. There is a casino next door (I'm not a gambler but I love to gawk), and a GREAT Brazilian steakhouse across the street.
A zillion tihngs are walking distance from there.
I don't know if there's any kind of shuttle across the border, but I'd be hesitant to do it by taxi... it'd probably be an outrageous amount. Maybe the hotel has a shuttle; I don't know.
Amtrak's NY-Toronto train does cross the border, and there is a stop on the Niagara Falls, Ontario side.
There are all kinds of tourist things, ranging from wax museums and a butterfly museum to shopping,
Falls-related, there are different ways to see the falls: from the walkways on either side, from the Skylon tower, from the river below (Maid of the Mists; not sure if it runs in December but I doubt it), caves, helicopters, etc... and they are far different to see by day and night.

each and all of the relaxing stuff, and the extra beneficial perspectives, are on the Canadian portion of the falls. Get your passport so which you will bypass over there. We went in October and had a great time. you're able to do the "Maid of the Mist" boat from the two portion of the border, yet in Canada you may bypass on the Sky Wheel and over the Whirlpool Gorge and an excellent form of different exciting issues.
