They are building a memorial, and office space, but not as tall as before.

In conjunction with the Lower Manhattan Development Corporation, other agencies and entities, the Port Authority is advancing the redevelopment of the World Trade Center site. Elements of the site program include the Memorial / Memorial Center, Cultural Building (Museum Complex), Performing Arts Center, World Trade Center Permanent PATH Terminal, Security Center & Tour Bus Package as well as Commercial Office Buildings and Retail Development.
At present, the WTC site contains the Temporary PATH Terminal, a facility with minimal amenities, which was constructed to restore PATH service to Lower Manhattan as quickly as possible. In addition, there is currently a viewing fence along the length of Church Street, and a Story Corps kiosk at the Concourse Level of the Station.
Over the course of construction through the next several years, the configuration of these functions will likely change significantly, in order to meet the aggressive schedule of construction throughout the site.

O.k right now as of Oct. 23 they stop building because they found some bones from 9/11. But now World Trade Center #7 finshed in March last year. If you see in the news And they show a Pic. of the Site u already see teh base of the Freedom Tower. and they are ready to built the memorial water site. the water sites are going to be cool there is going to be 2 sqs. where the towers used to be and it's going to be on sq. then a smaller and water is going to flowing and on the base is going to be glass and on the bottom of the glass is going to be a 4 sided wall with the names in the walls from 1993 nd 2001.

They are building a Freedom Tower memorial type building. It will only be one buling, but higher then the others

Construction has started on The Freedom Tower building. It will be 1776 feet tall(We know why it's 1776 don't we?).

yes they are in memory of those u died. I guess they have the blue print ready, and its a way to show the world, " if u hit america, america will not only fight back, but will build not only towers but all walls harder and thicker"
