Alien means a non-citizen. If need be, they then make the distinction by referring to a "non-resident alien" (who would use a form 1040NR), or a resident alien, who would use the regular form 1040

Usually in Tax talk, "Alien" would be considered and non-U.S. citizen with business in the U.S., no matter if they are in the country or not at the time.
