I beleive it means it hasn't received enough light. "Under" meaning "not enough", and "exposed" meaning being out exposed to light.

Underexposed means it has not received enough light. Always remember: Underexposed is always better than overexposed. Trust me on this.

Not enough.
On negatives, overexposure is always better than under.
On slides,and digital overexposure blows the highlights.
Negative film has more exposure latitude than slide or digital.
Expose for the shadows and print for the highlights is rule of thumb for negative film.
Nothing much can save a severely underexposed negative.
