It's partly the age and partly the leftovers from "making strange". Children absorb a great deal of their role models' behaviours. Take her with you when you socialize at the park or at other people's houses, make it a point to greet people lavishly, so that she will see that you meet "strangers" without coming to any harm. By and by when you visit other adults with their children, you will greet them as well, thus emphasizing to your daughter that it's pleasant to interact with others.

Over time,she'll grow out of it. I have a younger sister who was the family wallflower. All the relatives used to try coaxing her to become more aggressive. She's 30 years old now and I can't get her to shut up.Not only that,she's now the type that will tell you what she thinks wether you like it or not.

Take her to the park or public play area often, put her in pre-school, and although you should be understanding of her shyness, don't label her as shy or excuse her as being shy in front of people. And most of all be patient with her.

erm, she had learned lack of self worth from the world around her, and is likely to have a low self esteem compared to others her age.
There is no quick fix answer to your question.

i'm 13 and i've always been shy. i know, i know, you really want adivice from a teenager, but listen. i hated it when my mom tried to get me into a 'social group' and i hated it when she would try to get me to participate in oral activities at girl scouts. but really, i'm glad she did. your daughter is two years too young for girl scouts but when she turns 5 get her involved in girl scouts...it does WONDERS for confidince and shyness. also, shyness natually fades, or at least it did with me and my friends. but if all else fails i say if you have any friends who have children around her age take her and them to the park and try to get her to play with them. but don't force her. also, i know i've seen on tv about nickjr parents...google that and see what you can find.

Get her involved in sports or other group activities. Also playdates and play groups work well to expose them to others.

Try staying with her, if there are children around let your child see how you interact with them and include her. After that you will see how she will begin interacting on her own.
