Hot water makes the lard or shortening melt. It makes the pie crust gooey and yucky. If you use the cold water, it helps make the pie crust flakey when baked

you don't want to melt your cold butter you've just cut into the flour. you want the small pieces of butter to melt while baking so the crust will come out flaky and yummy not soggy
