Throw the tomato powder out. Go to the store and buy a can of tomato paste. It's not that expensive.

If a recipe is calling for tomato paste, you can't make it with tomato powder. The taste and consistency will be all wrong. Keep the powder for flavoring and get a can of tomato paste from the supermarket.
