Luton is a dreadful place.
It's a remarkably dull and bland place, which looks very run down these days, and has been in serious decline since the reduction of manufacturing industry here in the UK. It has next to no architectural appeal, is a mass of chain-stores, is in desperate need of regeneration, and really has very little going for it.
A few years ago there was a coffee-table book called 'Crap Towns', which listed the worst places in the UK. That was followed up a couple of years later by 'Crap Towns 2', a revised version with an updated ranking.
Luton was number 1 in 'Crap Towns 2'. It was listed as the worst place in the whole of the UK. I wholeheartedly agree with this assessment.
Do not ever go to Luton. Unless you're flying into London Luton airport, in which case you should get away from Luton as fast as you can.

Luton is a medium-sized city north of London. It has a large university and many other amenities. They probably made fun of this fellow because there is always rivalry between different areas of a country.

Yes, Luton is famous only for the Vauxhall car factory and cheap Easyjet flights.
