No , "they" never grow back. Once testicles are removed , they are gone. If it looks like there is an enlargement in that area it could be infection. Or even a tumor. You need to get your dog to his vet and get him examined to make sure it isnt something serious.

NO!!! they don't grow back but i have seen it where the neutering job was done poorly and some of 'it' was left. but that long ago it might be somthin' bad like a tumor.

Neutering is removing the testicles, testicles do not grow back, I would see a vet as it might be a tumor or an abbess forming.

a dog only has "them" once. if they got removed, they are gone for good. what you see may be a growth caused from the surgery. may be just extra tissue forming from the scaring after so many years.
Might want to have it checked out!

No. But if one was 'floating' instead of decended and the vet didn't find it, it might have since come down.
