You really don't need to pre heat the broiler since you are useing 'Direct Heat" from the heating element. Where as if you were bakeing your useing Heat radiated off of the walls of the oven thats why you pre-heat when you bake.
So in conclusion the answer to you question would be to just wait till the heating element is on all the way if your useing an electric oven this should happen in under 2 Mins if your useing a conventional over less then that.
