I'd say Chinese because blue water is a shopping center in London England!
But it all depends what it looks like in Chinese and or English.
Chinese it would only be 2 symbols. blue water is a lot bigger!

DO you speak chinese? If not how do you know the artist didn't tattoo "I'm Dumb" on you. Get it in english. They have ways to slightly distort the words to make it a little more elusive, they could even make the letters look like waves.
