When birds talk, its strictly them repeating what they hear without sense of what they're actually saying. Now when it comes to them chirping, scientists believe the pitches of the chirps can be distinguised into conversation by other birds.

I don't think a bird can ask how your day was because he would need a level of understanding he does not have. If you spent enough time telling your bird about your day he could develop such a level of understanding. A bird can comfort you if you are sad or play with you if you are happy because they are sensitive to your emotions. A small child would not be able to ask how your day went. A bird can have conversation- interact with another bird or animal, such as calling a dog or cat then screaming for help when the dog comes to the cage but this may not be considered conversation. Birds do contact call each other and anyone else they consider their flock but this is a greeting not conversation. http://guardians.forumup.net/index.php?mforum=guardians is a site for budgie research that shows birds can talk in context. This is conversation. I would guess it would very much depend on how close the bond is between bird and human.
