two push pins
piece of string
pin the string with the two pins, and leave slack that is about equal to the distance between the pins.
take the pencil and pull the string taught and start drawing . . .you will have to move the pencil to draw the other half of the elipse.
Edit
Second method - use microsoft word and use the draw feature and the elipse shape.
Third method - get this childrens game called spyrograph.

Take two pins and tie single piece of string between them. Then pin them to a piece of paper with cardboard backing. Make sure they're close enough together that the string is slack.
Think of the pins as being the two endpoints of a line segment with the string dangling in between them. Take the pencil, hook the loose string, and draw. The string should restrict your movements and force you to draw an ellipse.

Are you drawing in a computer? Even MS Word can do circles for you, or use Adobe Illustrator. Use a protractor or stencil for freehand

It's an oval. so draw a circle but make 2 sides elongated.

first get a pencil
2nd, sharpen it
3rd get paper
4th, place the sharpened end of the pencil onto the paper.
5th, move it in an eliptical motion.
6th lift pencil
