how to distinguish a male and a female parakeet? and how can i mate them?

This is a good question. If you look on a parakeet just above the beak their is a spot where their are 2 nostrils this is called a cear. (not sure if spelling is right) If it is blue it is a male if it is tan or beige it is a female. the problem lies is in baby parakeets they have tan cears weather it is male or female.
As far as breeding them i would recommend having a nesting box and giving them a cuttle bone and a good varied diet, vitamins in the food or water, etc. this is essential to birds health and getting the ready. When they are ready to breed they will do it. ( this is just a basic explanation) i would recommend to pic up a good book, Barron's usually puts out good books. and if you check on line USE CAUTION anyone can post anything.. always look at many postings and usually they will all have a common denominator ( their are a few different ways of doing but their is always a common denominator).

It depends on their age. If they're about 5 weeks old, a female will have a blueish colored cere ("nose") above the beak. It might also be purple. Also, there will be white rings around the nostrils. Males will have more a pink-colored cere.

For older budgies, females will tend to have brownish or white ceres, and males will have blue ceres (some tint of blue to darker blue).

As for mating, be sure they're over a year old, but younger than about 4-5 years. Also, having a breeding/nesting box in the cage or cage door will encourage breeding. On an obvious note, be sure you have a male and female.

The cere is blue on the male and cream to dark brown on the female depending on what part of the breeding season it is. If you want to breed them, first make sure you can find responsible homes for the offspring. Then they need a large cage with nest box and time. Please get some books and read up on this so you can make in informed decision in the best interests of your birds. Just like cats and dogs, there are a lot of unwanted birds out there in shelters and rescues.

I've always thought you could tell by the little bit of color on thier beaks.
Pink for girls and blue for boys.
You can't force them to mate. Just put them in a cage together and let nature take it's course. The eggs don't usually survive though.
