Mix a little bit of crushed papaya with some sugar to make a scrub. Dip a child's toothbrush in the mixture and gently scrub your lips with it. Rinse with water, and apply a heavy, long-lasting lip balm like Chapstick or Carmex.

The cheapest thing you can do is make sure you're drinking plenty of water. Dehydration causes dry lips. I also like: Aveeno Positively Radiant Lip Enhancer. It is a little pricier (around 6 bucks) than just plain lip balm, but I think it works better to keep lips feeling hydrated.

neutrgena sells a lip balm for exfoliating lips never tried it but i know the makeup isle in walmart by heart and thats the only product ive seen that exfoliates ,i like the sally hansen 24 hr moisturizer for lips
ps.almost forgot its under 10.00 for the neutrogena lipbalm

i would suggest Rose Slave. you can get it at Sephora.com OR at The Body Shop.
its about $12.
works really good.
also take a toothbrush and wet it. then LIGHTLY rub it in a CIRCLING motion and it should remove all the dry skin and then but the rose slave on there.
