why don't you take the two of you to a salon where you both can get make-overs? If that's not possible, go to a major department store where they sell make-up and get a free make-over there.
Beauty is in the eyes of the beholder. You are so lucky to have "the best niece in the world." Good, strong family relationships are hard to come by so I would certainly treasure this one. Her appearance is obviously not a problem for her, so I wonder why it's such a problem for you.
Would you rather have a beautiful niece who is cold and miserable to be with and wouldn't give you the time of day? We can't all look gorgeous all the time.
P.S. At least she has feet - some people don't.

I dont think there is a right or wrong answer to this.
It sounds like you are both young. Its as though your a concerned teen about your image and what others think of you. If thats true then you really shouldnt tell your neice becuase so long as you enjoy each others company then what should that matter? Telling your young neice something like that would only damage her self esteem, confidence and spirit leading to greater problems in return.
You cant change people, but you can influence them. Maybe if you grow your interest in personal care & hygiene she will want to follow your example, and then ask for your help in transforming herself. If not then dont push her, she will come to you in her own time if thats what she wants.
If your embarrased by her because what others think of you, then you should know that as you both grow older what others think about you has less value.
In answer to your question, your very lucky to have such close family/friends. I currently have 0 close friends and it hurts.
Hope that helps.

What are you possibly going to accomplish by telling her she's ugly? Nothing besides hurting her feelings and her getting upset at you. Get over it I'm sure you're not that great looking either if you feel the need to judge others like that

Why are you so shallow. I cannot believe someone's looks keep you up at night. You might have a really great niece, but it doesn't sound like she has a very good aunt.

good heavens. well for starters, suggest a facial together. get her interested in doing up her hair, trying make up. make her feel pretty. instead of putting her down, help her find herself.
do a girls day of doing toe nails, finger nails, hair, make up. and have a few other friends over, and help her out.
and another thing, accept her for who and what she is. you may not be exactly a beauty yourself. none of us are.
it is our self esteem, our self worth, our love within, that makes us beautiful. accept her, so she can learn to accept herself. words hurt, and can be permanent damage to another. so don't ever tell her she is ugly. don't.
help her out, and have fun. a few simple beauty tips can make her feel wonderful, inside and out.
be a positive role model for her! have fun!

That is really superficial don't you think? When you are ugly on the inside - it's much longer lasting and repulsive.

You need to accept her for who she is and admire her good qualities. Looks shouldn't matter especially to family. Don't say anything to her, if she looks up to that could cause her terrible pain.
