From what I understand it has more to do with their fear that Nazi-type ideas will be spread through homeschooling. If a child goes to school but lives in an Aryan-supremist house, they will at least spend a good deal of their time in a non-supremist environment. That's what I've heard, don't know if it's actually true.

Spent over 25 years in Germany as both a soldier stationed in Heidelberg and as a Dept. Army civilian employee. My two children were born, went to and finished school there. One is a 1st LT in the Air Force, the other is at RIT, in New York.
You cannot own a business or teach anything unless you have a state license to do it.
The license requires schooling, then, on-hands training for a given period of time, then a test. Even to drive a car, you have to go to a state licensed driver/driving school. take first aide and pass the test.
Their schools are superb! Too, if you graduate from their college prep school, (Gymnasium), you go to the university FREE!
So do your home work before you criticize! Too, they push Music study, music schools all over the place, with stages orchestra and profound community support.
America has no real appreciation about the support that learning to play an instrument supports math, discipline, reading compression, character and self confidence.
Bet you cannot read music!

A school certified teacher just sounds a lot more qualified. we don't have that problem in America. Cuz public education here sucks!

Homeschooling is a joke. That's why they don't allow it. A single person is VERY RARELY qualified to teach a student everything he/she needs to know, especially in the higher grade levels. Also, school is for social growth as well as intellectual growth, which isn't accomplished in home schooling. Home schooling also doesn't have the facilities for labs and what about team sports? How does a child learn to work well with others. Good for Germany.
