so if I ask lots of questions ie costs me 5 points per question and my points score goes below 1000 do I go back to level two again??

Yeah, but if you pick a best answer you get 3 points so overall its only 2 points you lose which is easy to get by answering a question.
Why dont you just stick to answering questions though and try and make level 4!

Yes. To clock up your points vote for best answers, it's only one point but it's one point closer to the next level.
