Some friends of ours recently shipped a cat from Germany. Many airlines will let you fly a dog that small (or cat, as was their case) in the cabin with you in an airline approved carrier, "Sherpa" brand is my favorite for these types of flights. The dog will have to be stored under the seat in front of you and may not come out for the duration of the flight. They must have absorbant bedding and access to water at all times. It is at a substantial cost (usually $150 usd internationally, plus the cost of your ticket of course), but is far safer for the animal than in the cargo hold. All dogs are required to have a veterinary certificate of health dated within a week of the flight. I am not sure about the specific rules regarding shipping animals from Asia, but I know they are different than from Europe. Continental and United both fly animals, and for the cat, Continental worked out very well. You could find the specific rules regarding shipping animals from Asia on the airline website. They are usually readily available.

Airlines prefer if the owner travels with any dog less than 8 months. For security reasons is not save to let puppies travel where all the luggage are they can get hurt. If you mean your going on an airplane and you want to know how much it will cost around 100-200 dollars because since its so small it can travel with you in a pet carrier. You couldnt always call them prior to flight to make sure your pet carrier is small enough to be allowed to travel next to you. You could also google it for the meazurements.
