In the uk national numbers are prefixed with an area code which itself begins with a zero. So a 'fully qualified' telephone number here in the uk, does in fact start with a zero.

As to why this is, could be because historically before we had STD (Subscriber Trunk Dialling - Where you pick up a phone and dial a Trunk or national number directly) you would have had to have dialled the operator - '0'
for her to put you through.

Phone numbers in the UK start with 0. Maybe in other countries too. But when you phone UK number from abroad, you delete the 0. I have not found a US area code or phone number that beings with 0.

Perhaps the UK numbers start with 0 just because no other numbers begin with 0.

Where I live, they don't. They start with 2, 3 or higher numbers.
