A reborn Christian is one who is "born again" through the holy blood of Jesus Christ. In John chapter 3, the king Nicodemus asked Jesus how man can go to heaven and Jesus answered:

John 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.

Nicodemus took this literally and did not understand what it could mean to be born again so Jesus replied:

John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.

To be born again, we must believe that Jesus died on the cross for our sins and accept Him as our personal Savior.

John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
John 3:17 For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

It is amazing what God has done for us and that He would send his Son to die for our sins!

A born again Christian is a person that has chosen the gift that Jesus gave us when He died on the cross. Jesus who is the son of God and God Himself entered into humanity from His place in Heaven, as a baby. He came for a purpose and the purpose was to give Himself as a sacrifice to pay the price for the sin of all mankind in the whole world. Past, present and future. He lived a sinless life and died the most horrific death in order that His sacrifice would be sufficient. God ordained this not man. 3 days later He rose again. Thus defeating death.
When we believe that Jesus is God and that He is the son of God and that He was born of a virgin and that He died and rose again we are given the gift of eternal life. We are born into the kingdom of God and are heirs with Jesus to the treasure of Heaven. We too can then know His Father as our Father too.
We are no longer slave to sin and consequently there will be a change in us, not by anything we can do but by the spirit of God that dwells within us. That Spirit is called the Holy Spirit which is part of the God head. The God head is called the trinity and consists of The Father, Son and Holy Spirit. All are part of God but all have a different role
So we are born once into this world and we are born again into the Kingdom of God. We will die from our earthly bodies at some point,as everyone does but our spirit is still alive because we are born again. We live on for eternity in Heaven with our Lord and all the other saints, if we choose Christ as our saviour.

That is what the Bible is talking about--"Spiritual wise, not natural wise". It is the doctrine of Regeneration, or new birth as in John 3:3-7. Jesus is explaining it to Nicodemus.

A baptized Christian. When Jesus spoke of being "reborn", and was asked what that meant, He replied that being reborn has nothing to do with natural birth, but means being born of water and the spirit, an obvious reference to the waters of baptism.

It is being "born again" or turning to God away from your sins and following the teachings of Christ.

It means that you have accepted Jesus Christ of the Bible as your personel savior.

if you mean born again it means that they've become a christian.
