usually there is a blockout like the say if a Soldier has turned up dead , so they block the lines (phone -email etc) so no word gets trough until the parents have been notified of the tragedy, so they won't be able to comunicate with home

Black means that you don't want anybody to know your location or you don't want anybody to be able to trace your signals or communications links.
